But when I load into a new user and attempt to open the VM I get the message that I can't open it because the VM belongs to someone else. I make sure that the folder and VM file are Read/Write to the Everyone group. When doing the initial config I save the VM to the /Users/Shared/Parallels folder. But no mater what I do, I can't get the VM I create on my admin account to be accessible to new users to the system. In general, the nuts and bolts of this are pretty simple.

I have an enterprise license that covers all 25 computers. The solution was supposed to be Parallels. We used to accomplish this with bootcamp, but that's no longer an option with M1 and Big Sur.
